Madam Prime Minister,
Considering the violent situation in the Chittagong Hill Tracts and the serious infringements of the human rights of indigenous Jumma peoples, I request Your Honour to take all necessary measures to fully implement the Chittagong Hill Tracts Peace Accord you signed in 1997 in letter and spirit by taking the following measures:
1. ensuring the withdrawal of non-permanent military camps in the Chittagong Hill Tracts and the ending of the excessive militarization of the region;
2. ensuring the restitution of lands confiscated by the army, settlers and others, to Jumma peoples and the immediate ending of the colonization process;
3. delegating power to regional and district-level councils so that the Jumma peoples can enjoy political autonomy.
Respecting this agreement is a condition for sustainable peace in Bangladesh.
Yours sincerely,
